General Information
Driver's license, permits and identification cards are processed in our office. If you are under the age of 18, you will need a parent's signature at the time of application for a driver's license or permit. Parent signature is not required for an ID card.

Social security numbers are required on all driver's license, permits, and identification cards.

Please note that this office does not offer written or behind the wheel testing.

All suspension and reinstatement fees must be paid at an exam station.
Driver's Instruction Permits
  • You must submit a valid test score sheet or current permit. If you are replacing a lost or stolen permit, you must present proof of identity.
  • A vision test will be taken
  • Applicants under 18 years of age must have a parent or guardian with them to sign the application or they must have a parent or guardian sign the application in front of a notary.
  • A permit is valid for 2 years.

Driver's License Duplicates
  • Submit proof of identity. A photo on file with the Department of Public Safety may be used as a form of ID if the record is current or has been expired 5 years or less.
  • Applicants under 18 years of age must have the application signed by parent or guardian and their signature must be notarized.

Provisional Class D - For Drivers Under 18 Years of Age
To qualify for your provisional license you must:
  • Be at least 16 years of age.
  • Have completed the classroom and behind-the-wheel phases of driver education.
  • Have held an instruction permit for six months with no convictions for moving or alcohol/controlled-substance violations.
  • Have passed a road test.

Testing Information
  • If you are new to the state or applying for first time permit or driver's license, you will need to go to the exam station first and show a primary ID document (birth certificate) along with your out-of-state license. If the names do not match, a certified document would need to be presented such as marriage certificate, divorce decree or court order showing name change.
  • Individuals entering the state with a valid out-of-state license will need to take a written test.
  • Written tests are given every Tuesday at 10 a.m. only - no appointment is needed.
  • Road tests are given by appointment only at the Litchfield office. An appointment can be set up by calling the Willmar office at 320-231-1735, Monday through Friday or stopping in at the Litchfield Civic Arena on a Tuesday morning.

  • Coming back into Minnesota? If the Minnesota record we have on file for you is still current or has been expired for less than a year, you may not have to retest. You will need to make application in our office for a renewal or duplicate license depending on the amount of time you were out of the state.
